DIVISION III PRESIDENTS QUARTERLY UPDATE - NOVEMBER 2019

MESSAGE FROM THE CHAIR

I am Sue Henderson, the chair of the Presidents Council, and  I hope you are well as the fall semester is coming to a close. This quarterly newsletter contains updates from the NCAA Division III Presidents Council’s late October 29-30 meeting. My goal is to provide you with useful information as you plan for the 2020 NCAA Convention that will take place January 22-25 in Anaheim, California.  Please share this information with campus and conference colleagues.
 

NCAA BOARD OF GOVERNORS ACTIONS ON NAME, IMAGE AND LIKENESS

Consistent with the Association’s continuing efforts to support college athletes, the NCAA Board of Governors recently voted unanimously to permit student-athletes the opportunity to benefit from the use of their name, image and likeness in a manner consistent with the collegiate model. The board directed the three divisions to immediately consider modifying and modernizing relevant bylaws and policies consistent with the Association’s values and principles, and act no later than January 2021.

CONVENTION LEGISLATION
 
The Council addressed various legislative issues the membership will consider in January.  For a chart detailing the 2020 legislative proposals, including the proposal numbers and titles, intent statements and rationale statements, click here.   I want to alert you to two of the 11 proposals. 
 
Snacks Incidental to Participation (Proposal 2020-4)  After opposing a comparable proposal last year, the Council, following a recommendation from the Division III Management Council, endorsed the proposal that would permit the provision of snacks and permissible nutritional supplements for student-athletes. The proposal’s sponsors say it is designed to offer schools the flexibility to meet student-athletes’ nutritional needs and to alleviate administrative burdens associated with enforcing current prohibitions.
 
Leadership Programming Out of Season (Proposal 2020-6)  The Council opposes a proposal that would allow student-athletes to voluntarily participate in athletics-related leadership programing outside of their playing season with members of their school’s coaching staff. The Council was concerned the proposal creates an environment wherein student-athletes may feel compelled to participate, thereby creating additional time demands.  Also, current legislation provides sufficient opportunities for student-athletes to be involved in leadership activities outside the declared playing season.  Finally, this proposal may limit or discourage student-athletes from seeking out non-athletic based leadership opportunities.

COUNCIL APPOINTMENTS AND FUTURE LEADERSHIP

The Presidents Council elected Tori Murden McClure, Spalding University and current Council vice chair, as its new chair. The group selected Fayneese Miller, Hamline University, as vice chair. Both will begin serving in their new roles after the 2020 NCAA Convention.  The Council also approved the following new members, subject to ratification by the division’s presidents and chancellors: Richanne Mankey, Defiance College; Frank Sanchez, Rhode Island College; James Schmidt; University of Wisconsin-Eau Claire; and Davie Jane Gilmour, Pennsylvania College of Technology. They will begin their terms in January 2020.

It is my intent that this quarterly update provides the necessary and critical information you need to assist you in the oversight of Division III athletics on your campus.
