Preliminary Evaluations

As a reminder, we are unable to take requests for preliminary academic evaluations. We will attempt a preliminary evaluation for domestic accounts (including Canada) that are "ready to process-preliminary" within 10 business days. Cases are “ready to process-preliminary” when we have received test scores and a transcript from all high schools attended. You may see some cases with a preliminary evaluation without test scores, which happens when all "ready to process-preliminary" accounts have been reviewed. International accounts are also being pulled for preliminary evaluations but do not currently have a service standard.  

Midyear Enrollment Reminders

To ensure mid-year enrollee certifications are completed in time for the start of the semester, please encourage PSAs to provide test scores and transcripts from all high schools attended as soon as possible once they have graduated. Important! To avoid processing delays, the self-reported graduation date for students who will graduate in December should be December 2018.
 
As a reminder, cases will be “Ready to Process-Final” once a final official transcript with proof of graduation is received. Should a high school be unable to notate proof of graduation on the final transcript of a mid-year graduate, the high school may provide verification of the date of graduation in letter format. Proof of graduation by letter must be on school letterhead and must be signed by a high school administrator. Individual letters for each student are required and should include the actual date (month, day, year) the student met graduation requirements. High schools may submit letters directly to the Eligibility Center via email at ec-processing@ncaa.org or by fax at 317-968-5100. Please note: Mid-year enrollees should be on the 2018-2019 IRL cycle and, if a first-time enrollee, should register with a winter/spring 2019 enrollment period.

International-focused Webinar

On December 4, the Eligibility Center held a webinar titled "International Best Practices & Resources Overview." This one-hour webinar focused on available resources and highlighted examples of best practices from Kelly Cruttenden at University at Buffalo.

Amateurism Document Visibility

Amateurism documents (including emails and research details) are available to view using the Student Details report in the Membership Portal. Check the box next to a student’s ID and click “Get PSA Details.” Click on that student’s name and scroll down to the blue “Click here to access student documents” ribbon. Since these documents are now visible, they may be forwarded to the student or other individuals.  

Things Overheard: Eligibility Center Requirements for Offers of Athletic Related Financial Aid 

We’ve recently received a number of requests for clarification regarding what is required by the Eligibility Center in order to provide an offer of athletically related financial aid. Below please find the current legislation for both Division I and Division II.

Division I

13.9.1 Requirements for Written Offer of Athletically Related Financial Aid.
The following requirements must be met before an institution may provide a written offer of athletically related financial aid (per Bylaw 15.3.2.2) to a prospective student-athlete: [D] (Adopted: 4/26/07 effective 8/1/07, Revised: 4/30/09 effective 8/1/10)

(a) A high school or preparatory school prospective student-athlete must register with the NCAA Eligibility
Center;

(b) A high school or preparatory school prospective student-athlete must be placed on the institution’s institutional request list (IRL) with the NCAA Eligibility Center; and

(c) A high school, preparatory school or transfer (if applicable) prospective student-athlete must complete the amateurism certification questionnaire administered by the NCAA Eligibility Center.
 

Division II

13.9.1 NCAA Eligibility Center Registration and Institutional Request List.
An institution shall not provide a high school or college-preparatory school prospective student-athlete a written offer of athletically related financial aid (per Bylaw 15.5.2.3) until the prospective student-athlete has registered with the NCAA Eligibility Center and the institution has placed the prospective student-athlete on the institutional request list (IRL) with the Eligibility Center. 13.9.2 Transcript Prior to National Letter of Intent or Written Offer of Athletically Related
Financial Aid. 

An institution shall not provide a high school, college-preparatory school, two-year or four-year college prospective student-athlete with a National Letter of Intent or written offer of athletically related financial aid until the prospective student-athlete presents the institution with a current high school, college-preparatory school or college transcript (official or unofficial). [D] (Adopted: 1/17/09 effective 8/1/09 for written offers of athletically related financial aid signed by a prospective student-athlete on or after 8/1/09, Revised: 6/22/11)

13.9.2.1 Exception—High School or College Preparatory School Prospective Student-Athlete
With a Final Academic Certification
.
An institution may provide a high school or college preparatory school prospective student-athlete with a National Letter of Intent or written offer of athletically related financial aid without having received a current high school or college preparatory transcript, provided the prospective student- athlete’s final academic certification has been issued by the NCAA Eligibility Center. (Adopted: 4/21/09 effective 8/1/09 for written offers of athletically related financial aid signed by a prospective student-athlete on or after 8/1/09, Revised: 6/9/16)

Customer Service Holiday Hours

The customer service center will be closed for the holiday season from Friday, December 21, through Tuesday, January 1. Normal business hours will resume on Tuesday, January 2.
